Apparently there is to be a referendum on Thursday 10 October on the Neighbourhood Plan for Poynton. According to the Town Council website, the question to be asked is "Do you want Cheshire East Council to use the Neighbourhood Plan for Poynton to help it decide planning applications in the neighbourhood area?"

There are pages with information about the Neighbourhood Plan on both the Town Council and Cheshire East sites: ... d-plan.htm ... -plan.aspx

Here you can find a copy of the plan, plus around 20 other related documents. The plan itself runs to 218 pages, and I wonder how many residents will be motivated to go through it in fine detail. Does anyone know if there is a summary version which might attract a wider readership?

I'm sure a summary would be very useful to most people.

REFERENDUM - What IS the point, when those who set it completely ignore the wishes of those who respond to it.
Modern politicians are an absolute disgrace!!! Self serving and arrogant, even the 'expenses scandal' failed to make them realise why they are there and for whom.
Have voted for 55 years, not any more.

I was a bit confused about this as a single option YES or NO referendum for the whole plan. Not broken down into options.

But it does say:
“If more than 50% or residents who vote approve of the plan, developers and planners will need to take the Neighbourhood Plan into consideration when making any planning decisions.”

I can’t see any harm in voting for it if it at least makes Cheshire East take on board views of those BASED in Poynton.
We’ve already seen what damage to Poynton CE is capable of inflicting with its planning approvals. Poynton is very much on the outskirts of CE and in a position of either being ignored or abused.
How much “consideration” CE will give it is the question.

Referendums presently have a bad reputation..
When over 50% of the UK voted to do something; Those in control thought it just meant it should be taken into consideration.
They accidentally filled in the ballot paper wrong. They were just having a bad day.
Double or quits? Best out of three?

Why a referendum? It's the first one I can recall on a local government matter. Who instigated the referendum - Cheshire East, Poynton Town Council, someone else? Does Poynton Town Council have a view on this, or individual councillors? Are there going to be Yes and No campaigns? More information on the background to this and the pros and cons would definitely be helpful.

The referendum is a key part of the neighbourhood plan process. For a full explanation of the various stages see

I could have done with a summary of that as well, but I think it's saying that the process is usually instigated by a town or parish council (ie PTC), and that a referendum has to be held before a plan can be formally adopted. So PTC will know all about it and may well have a view on how they would prefer us to vote, but the referendum itself is organised by CEC.

There's a rather shorter document on the Local Government Association site at ... ms-c75.pdf

According to this, the neighbourhood plan process was introduced under the Localism Act 2011.

A summary of the Poynton Neighbourhood Plan is now available: ... cument.pdf

It doesn't include any maps, but it refers to the ones in the main document, at ... ersion.pdf

(These links taken from ... d-plan.htm)
